IV. Council Business
A lead agency report from January 10, 2008, was given to council members. The report welcomed new state council members to the January meeting being held in Springfield. The FY 2008 first quarter screening report was disseminated and discussed by council members. Child and Family Connections system updates were given by Pete Niccum, Program Manager. The report about recent social/emotional activities and parent events was also given to members present.

V. Notice of Trainings and Conferences:
Information about trainings included a CFC training on Monday, March 17th, from 10 a.m. to 2 p.m. in Effingham.
An Early Intervention Regional Conference will be held in Effingham on Tuesday, May 6th, at the Keller Convention Center.
Two parent conferences will be held in April.
The second annual South of Seventy Conference for parents of children with visual impairments will be held on Saturday, April 19th, in Mt.Vernon.
The South of Seventy Conference for parents of children who are deaf or hard of hearing is scheduled for Saturday, April 5th, in Mt.Vernon.

VI. Speaker:
Sharon Gage from Starnet Region IV informed members about the various services, resources and supports that her agency can offer to families, providers and school districts.

VII. Adjournment:
Next Meeting will be May 13, 2008, at the Lone Star Steakhouse in Effingham.

IV. Council Business
Two reports were disseminated to council members. Those reports included information about referrals reported by each individual Child and Family Connections office and intake statistics by region for fiscal year 2007. Also, a report giving information about active children with an IFSP and active cases in the intake process for CFC #20 was distributed to council members. Delreen Schmidt-Lenz, Social Emotional Consultant, gave a report about recent and upcoming parent events planned for CFC #20.

V. Trainings and Conferences:
Child and Family Connections #20 will be sponsoring a training entitled “Practical Strategies for Promoting Effective Communication in Young Children”. The date for the training is Monday, March 17th, 10AM to 2PM. Lunch will be provided. Council members were reminded to check the EI training website for current information on future trainings.

VI. Speaker:
The speaker for this month’s meeting was Tammy Utz who works with the Effingham Unit #40 Even Start grant. Tammy gave details about how the district implements the grant and encouraged council members to refer families to the program.

VII. Adjournment:

IV. Council Business
Delreen Schmidt-Lenz, Social Emotional Consultant, gave council members an update of parent support group activities that were held in the months of September and October. Debbie LeCrone, LIC Coordinator, gave an overview and update of the work being done with Transition Agreements with the School Districts and Special Education Cooperatives within the CFC #20 service area.

Also, a report was given to council members about current and upcoming Public Awareness activities. Colleen Cunningham, DHS Bureau staff, reported to members regarding the Early Intervention Rule 500 and details about the State Early Intervention Council.

V. Trainings and Conferences:
Maria Matticks, with the Early Intervention Training program gave information on the on-line Service Coordinator training and upcoming screening tools trainings.

VI. Speaker:
Leigh Milward, with the Illinois Technical Assistance and Monitoring gave an overview of the Early Intervention Monitoring Program. She also included Early Intervention Providers information about the monitoring process, anticipated changes and useful tools for preparing for a review.

VII. Adjournment:

IV. Council Business
Debbie LeCrone, Council Coordinator, gave council members background information about Early Intervention and Local Interagency Councils.  System updates were given to members which included CFC #20 using the rating scale for child outcomes measures and FY’07 accomplishments.  The Child Find Screening Year-end Report for FY’07 was disseminated to council members.  A report of recent public awareness activities was shared with members present.  Also, an update on CFC #20 Social/Emotional activities was given to council members.

V. Trainings and Conferences:
Sharing a Vision Conference, Springfield - October 17-19, 2007
Child Outcomes trainings will be scheduled for providers.

VI. Speaker:
Michelle Schnepper, a parent whose daughter is receiving Early Intervention services, shared her story.  Michelle also shared information about organ donation because of her daughter's recent experience with a heart transplant.

V. Council Business
The March 16, 2007 lead agency report was distributed to council members.  Pete Niccum, CFC Program Manager, gave a brief update on the upcoming changes to the CFC procedure manual.  Debbie LeCrone gave providers updates on the upcoming provider monitoring which will begin on July 1.  Information regarding the new procedures for provider background checks was given to council members.  All instruction and details for the background checks can be found on the Provider Connections website:  www.wiu.edu/providerconnectionsThe social/emotional update which included information about recent parent and family events was given by Delreen Schmidt-Lenz.

VI. Trainings and Conferences:

Beth Poytner with Kids Hope United gave an overview of the programs that her agency can offer to students and families.
